Start on a rock layer so the can be smoothed later. Dig lobby with down stairs only.
Level 1
The first lobby level rooms are often reserved for offices and hospital. Place only 1 throne for an office, or a bed and a table for hospital rooms. Put the hospital storage containers in the lobby with traction benches. Reserve the center for levers.

Level 2 Add a second layer as soon as feasible. Hollow out the center 4 rooms and use as a dining hall.
Arrange tables and chairs so that 2 chairs are next to each other to encourage socializing.
Add 1 bed, 1 coffer, 1 cabinet n each of the 12 bedrooms.

Level 3 and below
Order up 16 beds, 16 coffers, 16 doors and 16 cabinets per level.
Outer rooms can be expanded for nobles or temples.
If a well can be assembled beneath the lowest level the the center can be hollowed out all the way down.
Levels after the first with hollow centers should have only one stair access to the center for FPS purposes.
